三、通報(bào)簡(jiǎn)介
海灣合作委員會(huì)標(biāo)準(zhǔn)化組織（GCC Standardization Organization ，GSO) 是個(gè)區(qū)域性的組織，它由GCC各成員國(guó)的國(guó)家標(biāo)準(zhǔn)團(tuán)體組成。GSO的一個(gè)主要職能是通過(guò)專門的技術(shù)委員會(huì)（TCs）發(fā)行海灣標(biāo)準(zhǔn)和技術(shù)規(guī)范。
近期，GSO通過(guò)技術(shù)項(xiàng)目委員會(huì)——食品和農(nóng)產(chǎn)品標(biāo)準(zhǔn)技術(shù)委員會(huì)發(fā)布了2009海灣標(biāo)準(zhǔn)《食品和飼料中三聚氰胺最大限量》(草案)，該標(biāo)準(zhǔn)草案由科威特標(biāo)準(zhǔn)計(jì)量局提出，并于2009年6月4日向世界貿(mào)易組織貿(mào)易技術(shù)壁壘委員會(huì)（CTBT）進(jìn)行了通報(bào)，要求世貿(mào)成員國(guó)在60天內(nèi)提交意見(jiàn)。
該標(biāo)準(zhǔn)草案是在幾個(gè)國(guó)際標(biāo)準(zhǔn)的基礎(chǔ)上制定的，例如歐盟、美國(guó)、加拿大、新西蘭等國(guó)家。它對(duì)嬰兒配方奶粉、其它食品和飼料中三聚氰胺的最大限量作了具體規(guī)定，為強(qiáng)制性標(biāo)準(zhǔn)。具體要求如下：

飼料中允許量這么高啊，我記得農(nóng)業(yè)部報(bào)請(qǐng)國(guó)務(wù)院批準(zhǔn)的量好像是1.5 ppm呀

請(qǐng)注意看這句話，"現(xiàn)將通報(bào)內(nèi)容說(shuō)明如下，請(qǐng)廣大飼料企業(yè)和科研、管理人員將意見(jiàn)于7月10日前反饋全國(guó)飼料評(píng)審委員會(huì)辦公室。" 三聚氰胺跑到了不該去的地方，這是新問(wèn)題，新情況，很難說(shuō)定多少是對(duì)的，我覺(jué)得要實(shí)事求是的看這個(gè)問(wèn)題。
我覺(jué)得飼料當(dāng)中好像是高了一些，但要想向奶粉那么低，也不現(xiàn)實(shí)

我認(rèn)為，飼料中要想沒(méi)有是不現(xiàn)實(shí)的，但是也應(yīng)該不能這么高，這樣飼料廠幾乎就會(huì)松懈對(duì)三聚氰胺的關(guān)注，因?yàn)槠胀ǖ脑蠋缀醪豢赡芎羞@么高，因此只要不是認(rèn)為添加，就不會(huì)超標(biāo)。這樣企業(yè)放松警惕，很容易再次被原料的污染擊中，產(chǎn)生安全問(wèn)題。
